有点微信的说法的意思，如果把一个主题想象成一个微信的群组的话，那么这个就是 AT 这个群组里面的所有参与者。
最多 10 个用户，这个参数可以改。
根据官方的说法：
@here support
Users can now mention @here to notify 10 people who replied to the topic. Admins can manage permission to use the @here mention, and the number of users mentioned, via the
max_here_mentionedandmin_trust_level_for_here_mentionsite settings.
这个将会 @ 参与当前主题的用户，最多 10 个用户。
配置参数可以在后台进行配置。
主要是 AT 当前参与主题的用户。
